I should have been clearer about this. The only way to stop Spam is to run an advanced filter system that's much stronger than your Yahoo! variety.
Do not view HTML spam because it can pull images...
I've had Internet Email accounts from 1986 (go VAX/VMS) and noticed serious issues with spam starting in the mid-90s.
My weapon of choice is Spamkiller which was just recently purchased by McAfee....

Verify that XP Personal Firewall is disabled on the laptop, then rerun file sharing by detailed on the 5/14...
Try the tests. Where does it fail?
Can you ping the laptop from the PC? What do you get when you \machinename or \ipaddress?
Can the PC connect to the Internet at the same time as your laptop?

Looks like you did buy 2 ip addresses. If both computers can connect to the Internet at the same time, try this out...
The subnet mask range is between 24.76.168.0 to 24.76.171.255 so IP traffic...
Also... to turn off XP firewall, try this...
Start/Connect To/Show all Connections
then
right click on the connectoid that has Firewall enabled
select properties/advanced
